Understanding Your Water Service & Responsibilities
It’s important to understand how water is delivered to your home or business — and where your responsibilities begin and end. Knowing this can help you quickly identify issues, prevent damage, and avoid unexpected repair costs.
At Texas Water Company, our first priority is delivering safe, reliable drinking water to our customers — every day, every month, and every year. We take this responsibility seriously and are committed to maintaining the infrastructure that brings water to your property.
However, some parts of your water system are maintained by Texas Water Company, while others are the customer’s responsibility. Understanding this distinction helps ensure faster resolution when leaks or plumbing issues occur.
Who is Responsible for What?
The illustration below shows a typical residential water service setup. While the general boundary of responsibility is the same, configurations may vary for larger or commercial meters.

Customer Responsibilities:
The customer is responsible for everything from the point where their service line connects to the water meter coupling and beyond, including:
- The customer's service line from the meter to the home or building
- The Pressure Reducer Valve (PRV) if installed
- The Customer shut-off valve if installed
- All interior and exterior plumbing fixtures
- Irrigation systems and related components
- Backflow prevention devices and related components
- Any damage to the water meter, meter box, or lid, even though they are Texas Water Co. property
Damage caused by landscaping, vehicles, construction, or freezing conditions may result in repair costs billed to the customer.
Texas Water Company Responsibilities
Texas Water Co. is responsible for:
- The water main
- The service connection from the main up to and including the water meter.
This includes maintaining the meters' operation and ensuring safe, reliable delivery of water to the meter.
